John W. Turk, Jr. power plant
AEP SWEPCO is proposing to build a power plant in Hempstead County, Arkansas, about 15 miles northeast of Texarkana. The John W. Turk, Jr. Power Plant will bring much needed generation and related transmission improvements to Southwest Arkansas. The 600-megawatt coal-fueled plant will provide baseload power (operating 24 hours a day) to SWEPCO customers in Arkansas, Louisiana and Texas. 

ARKANSAS -- The Arkansas Public Service Commission has granted a Certificate of Environmental Compatibility and Public Need (CECPN) to SWEPCO to construct the plant. News release 11/27/07. Following a Court of Appeals ruling that overturned the CECPN, SWEPCO has filed a request with the Arkansas Supreme Court to review the case. News release 6/29/09.

The Arkansas Department of Environmental Quality has issued an air permit for the plant. News release 11/5/08.

The Arkansas Public Service Commission has approved construction of three transmission lines and a new substation connecting the Turk Plant to the electric transmission system. Report 01/20/09.

SWEPCO has filed a request to increase base rates for Arkansas customers. The request includes recovery of financing costs for the Turk and Stall plants.

-- The Louisiana Public Service Commission has approved SWEPCO’s request to build the Turk plant. News release 3/25/08

TEXAS -- The Public Utility Commission of Texas has approved SWEPCO’s request to build the plant. News release 7-3-08


Completion date is projected to be 2012.
