
AEP SWEPCO is proposing to build a power plant in Hempstead County, Arkansas, about 15 miles northeast of Texarkana. The John W. Turk, Jr. Power Plant will bring much needed generation and related transmission improvements to Southwest Arkansas. The 600-megawatt coal-fueled plant will provide baseload power (operating 24 hours a day) to SWEPCO customers in Arkansas, Louisiana and Texas.
ARKANSAS -- The Arkansas Public Service Commission has granted a Certificate of Environmental Compatibility and Public Need (CECPN) to SWEPCO to construct the plant. News release 11/27/07. The decision is currently under appeal to the Arkansas Court of Appeals.
LOUISIANA -- The Louisiana Public Service Commission has approved SWEPCO’s request to build the Turk plant. News release 3/25/08
TEXAS -- The Public Utility Commission of Texas has approved SWEPCO’s request to build the plant. News release 7-3-08
Construction of the power generation facilities will not begin until SWEPCO receives an air permit from the Arkansas Department of Environmental Quality.
Completion date is projected to be 2012.
