SWEPCO prepares for Hurricane Gustav recovery
SWEPCO is preparing for electric power restoration efforts next week in the wake of Hurricane Gustav landfall sometime Tuesday. Hotels are being booked for additional line crew personnel, logistics such as fleet vehicle fuel stops and feeding arrangements are being made, and construction contractors and tree trimming crews are being held for emergency use in the SWEPCO service area.

SWEPCO sets new all-time customer demand August 4
Extreme summer temperatures of 100 degrees and above and high humidity across Arkansas, Louisiana and Texas yesterday sent usage of electricity by customers of AEP Southwestern Electric Power Company (SWEPCO) to a new all-time high level. A new “unofficial” peak customer demand was established Monday, August 4, 2008, with a record 4,951 megawatt (MW) load on the SWEPCO system, breaking the old record of 4,924 MWs set last summer on Tuesday, August 14, 2007, when the temperature was 104 degrees.

AEP SWEPCO receives Texas Commission approval to build 600-MW coal-fueled plant
The Public Utility Commission of Texas (PUCT) has approved an application by Southwestern Electric Power Company (SWEPCO), a unit of American Electric Power (NYSE: AEP), to construct a 600-megawatt coal-fueled power plant in Hempstead County in southwest Arkansas. The three-member commission voted 2-1 to approve SWEPCO’s request at the PUCT’s July 3 open meeting in Austin.

LPSC Approves SWEPCO Formula Rate Plan
American Electric Power (NYSE:AEP) subsidiary Southwestern Electric Power Company (SWEPCO) today announced the Louisiana Public Service Commission’s (LPSC) approval of a formula rate plan for the company’s 176,000 Louisiana customers. The LPSC unanimously approved the plan in its April 16 regular session. AEP SWEPCO Receives Arkansas Commission Approval to Build 600-MW Coal-Fueled Plant
The Arkansas Public Service Commission (APSC) has granted American Electric Power’s (NYSE: AEP) Southwestern Electric Power Company (SWEPCO) a Certificate of Environmental Compatibility and Public Need (CECPN) to construct a 600-megawatt coal-fueled power plant in Hempstead County in southwest Arkansas. In a decision issued the day before Thanksgiving, the commission placed 12 conditions on the certificate for the proposed John W. Turk, Jr. Power Plant. SWEPCO also needs final regulatory approvals from the Arkansas Department of Environmental Quality, the U.S. Army Corps of Engineers, and Louisian and Texas regulators.

Southwestern Electric Power Company (SWEPCO) will build a new service center in Rogers, Ark., that will meet the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) Silver standards for new construction.
The project is part of a commitment by SWEPCO’s parent company, American Electric Power (NYSE: AEP), and The AEP Foundation to invest an estimated $120 million over the next five years to demonstrate green building technologies and support development of public green spaces and environmental education. The commitments are included in AEP’s participation in the Clinton Global Initiative (CGI), which was announced Sept. 28 at the 2007 CGI annual meeting in New York.

This was the third straight day a new company all-time record load was broken, surpassing the 4,923 MW mark on Tuesday, August 14, and the 4,920 MW mark on Monday, August 13.

Theft of electrical equipment on the rise in the U.S. SWEPCO says thieves could be placing safety and reliability at risk
The market for scrap metal is driving a drastic increase in the theft of metal - especially aluminum and copper. AEP (American Electric Power) operating companies in Indiana, Michigan, Virginia, Kentucky and Texas report a rise in the theft of electrical equipment, and there were seven fatalities last year due to theft and live wire contacts, including a public fatality in December 2006 in Kilgore, Texas from copper theft. SWEPCO has recently investigated copper theft incidents in Longview, Marshall, Gilmer and Mineola, Texas. AEP reports that some thieves are even cutting into power lines and other equipment that is energized and serving customers. SWEPCO is asking its customers to report to law enforcement officials any suspicious activity near a utility pole, transmission tower or substation.

SWEPCO announces Hempstead County as the proposed site for a new baseload power plant designed to meet long-term generation demands of its customers. The new coal-fueled plant should be operational by the summer of 2011 at a 2,800-acre location north of Fulton, Ark., about 15 miles northeast of Texarkana. The proposed 600-megawatt plant will create up to 1,400 construction jobs and bring an estimated 110 permanent jobs to the area.

Higher natural gas prices have forced American Electric Power’s Southwestern Electric Power Company (SWEPCO) operating unit to request permission to increase fuel factors used to calculate the fuel portion of Texas customer bills and to implement an interim fuel surcharge to recover undercollections totaling $46.4 million.

SWEPCO Sending Out Refund Checks to Former BREMCO Members
Nearly half a million dollars is being refunded this month to former members of the Bossier Rural Electric Membership Corporation (BREMCO) and their heirs, according to La Public Service Commissioner Foster Campbell. SWEPCO, which bought BREMCO in 1993, is mailing 4,971 refund checks totaling $494,170, with the average payment to a residential member being $52.
