Texas Base Rate Review

SWEPCO has submitted a request to the Public Utility Commission of Texas (PUCT) to increase the company's Texas rates by approximately $69 million annually, an average increase of about 12.7 percent. The request was filed Dec. 16, 2016. If approved, new rates could go into effect in mid-to-late 2017.

Why is SWEPCO asking to raise rates?

The U.S. Environmental Protection Agency has enacted multiple new regulations in recent years that impact SWEPCO and other energy companies across the country. SWEPCO has invested nearly $700 million in additional environmental controls at four major power plants to comply with the EPA regulations.

The primary need for new revenue is to cover $34.4 million annually for these investments, which were made so that SWEPCO can continue to serve customers with reliable 24/7 power through a diverse energy mix.

What are the details of SWEPCO's request?

The proposal includes:

  • $34.4 million for new environmental controls at four power plants to comply with federal mandates.
  • $24.5 million for investments in the electrical grid and facilities along with ongoing operating costs to continue delivering reliable energy to homes and businesses.
  • $2 million for additional vegetation management dollars to clear transmission and distribution lines and to improve service reliability, especially during storms.
  • $8 million to align transmission cost recovery with actual billing from the regional transmission organization to which SWEPCO belongs.

How will customers' bills be affected?

Residential customers using 1,000 kilowatt-hours per month would see an estimated increase of $12.67 per month, or 13 percent. Increases for individual customers would vary depending on each customer's usage characteristics.

When would new rates go into effect?

If approved, new rates could go into effect in mid-to-late 2017.

How would customers' new rates compare statewide? Nationally?

If approved, the new SWEPCO rates will be close to the current state average for utilities serving regulated parts of the state, and still well below the national average.

How does SWEPCO's customer satisfaction rank compare to national averages?

Independent quarterly surveys for 2015 show an overall customer satisfaction level of 86% among SWEPCO residential customers and 89% among small commercial customers. What are base rates?

Base rates reflect the costs of building, maintaining and operating SWEPCO's electric system, including power plants, transmission and distribution lines, and facilities to serve customers. Base rates do not include the fuel portion of customers' bills, which pays for fuel and purchased power and is passed through to customers with no profit to the company.
